Replace Lift Bolts
Lift bolts are only present in the 190 verison of the Gen 7 Celica. (It's what the "L" stands for in VVTL-i). These have been known to wear very quicky (10,000 miles in some cases) especially in pre-facelift Gen 7's as these were factory fitted with an old style bolt which were subsequently replaced.
30/10/2006
I picked up lift bolts from my local Toyota dealer. Only 2 are required, but I ordered 4. Cost per pair were £1.15.

I replaced my lift bolts on 11/11/2006. As it happens, they were the new style bolt, and were hardly worn. However its better to be safe than sorry, especially if you have just recently purchased your Celica 190, as you cannot be sure of the previous owner's driving habits. Now that i know the lift bolts are ok, I will probably limit changing them to every 25,000 miles as I don't use lift that often.
